1. You are an ATC Manager with your Enroute Control Unit providing a service to a major airport that is subject
to continued significant growth in air traffic
2. Due to the growth in air traffic at the airport in question, arrival delays are increasing and are reaching the
point where the airborne holding delays are becoming a safety concern due to the number of aircraft
conducting airborne holding in busy peak periods
3. The daily airport arrival capacity varies due to the impact of weather factors, such as low cloud,
thunderstorms and strong headwinds. Due to its geographic location, the airport is not subject to fog
conditions
5. The airport terminal facilities and associated infrastructure are capable of handling the significant growth in
traffic, however there is no airport slot procedure
7. The runway and taxiway configuration of the airport, with associated terminals, is shown at slide 5. The
airport has a curfew between the hours of 2300L to 0600L with no traffic permitted, except for emergencies
4. The current declared ATC maximum arrival capacity is 20 arrivals per hour. However, when the airport is
affected by weather, the arrival rate can be reduced to as low as 14 arrivals per hour
